The European Cosmetics Regulation defines a cosmetic product as "any substance or mixture intended to be put in contact with the superficial parts of the human body (epidermis, hair and hair systems, nails, lips and external genitals) or with the teeth and mucous membranes mouth, in view, exclusively or mainly, to clean, perfume, modify the appearance, protect them, maintain them in good condition or correcting body odors”.
More and more brands offer Do It Yourself (DIY) products, "homemade" products, customizable and in kit form for combined uses. These, like "traditional" cosmetics, are regulated.
As soon as they are given and/or placed on the market, they must be manufactured in conformity with the requirements of the European regulation 1223/2009 on cosmetic products.
